In a dramatic turn of events, the African National Congress (ANC) has issued an ultimatum to the Democratic Alliance (DA), pressing for a resolution to the ongoing deadlock in the Government of National Unity (GNU) negotiations. This ultimatum follows weeks of intense discussions as the two parties strive to finalize the cabinet composition.
Stalemate in Cabinet Negotiations
Sources close to the negotiations reveal that the DA initially pushed for seven ministerial positions, seeking control over key portfolios such as Water and Sanitation, Communications, Minerals and Energy, Education, Public Service and Administration, and Health. Additionally, the DA aimed to secure the Deputy President position for their leader, John Steenhuisen. However, after exhaustive discussions, the DA’s demands have been scaled back to five ministerial positions.
“The ANC has made it clear that we are willing to compromise, but we cannot accede to all of the DA’s demands,” stated a senior ANC source. “We have counter-offered with five ministries and believe this is a fair arrangement.”
Potential Cabinet Expansion
In a bid to accommodate the GNU partners, President Cyril Ramaphosa is reportedly considering expanding his cabinet. This expansion could see smaller parties being offered deputy minister roles to ensure adequate representation for all coalition partners. “There is a possibility of expanding the cabinet to ensure all partners are adequately accommodated,” noted another ANC insider.
Rising Tensions and Public Spats
The negotiations have been marked by heightened tension, particularly over the last two weeks. A public altercation between Helen Zille, the DA’s Federal Chairperson, and ANC Secretary-General Fikile Mbalula has further strained relations. The dispute revolves around the interpretation of the GNU’s statement of intent, with Zille accusing Mbalula of not thoroughly reviewing the agreement before signing it.
Compounding the strained relationship are two high-profile racial incidents involving DA Members of Parliament. These incidents have ignited public outrage and deepened the divisions between the two parties, making the negotiations even more challenging.
Awaiting the President’s Announcement
President Ramaphosa is expected to announce his new cabinet on Sunday, or by Monday at the latest. As the deadline approaches, all eyes are on the final composition of the GNU and the potential implications for South Africa’s political landscape.
